3-30-25, In 2011 the Democrat in the White House ... BARRY OBAMA ... signed an executive order to cut wasteful spending to make the federal government more efficient. Obama even called out Congress for not doing more, necessitating his stepping in. He said:

“Cutting waste, making government more efficient, is something that leaders in both parties have worked on.”

Reported in the USA Federal Register, Obama signed Executive Order #13589 [1] [2] to begin $85 billion in spending cuts, which he said could see growth cut by over one-half of one per cent.

3-30-25, Elon is correct … the FICA payroll taxes of today’s workers and employers is supposed to pay the seniors their SSA retirement benefits. Why? because they paid their FICA tax "yesterday." Some may envision Social Security as a program where their payroll tax dollars are held for them, awaiting the time when they retire and rightfully begin drawing on those dollars THEY PAID for their own retirement benefits. However, the Social Security system that began in 1935, working on a “pay-as-you-go” basis - transferring current workers’ payroll tax (FICA) payments to people who are already retired. “The vast majority of those payroll taxes paid by the current young workers has the promise that tomorrow’s old retirees will in turn receive benefits from those taxes as reported by Eugene Steuerle, a fellow and Social Security specialist at the Urban Institute think tank. 

This structure has some similarities to how Mr. Ponzi (1) cheated his investors. The SSA FUND however is now insolvent because the corrupt USA Government has robbed it to pay people (migrants) who didn’t pay into the fund. Note: Bernie Madoff in 2009 was found guilty of a ponzi scheme and imprisoned for 150 years.
