The news comes as Pres Trump is considering declaring a state of emergency that would allow him to bypass Congress and leverage unobligated military funds to build a wall along the U.S.-Mexico southern border. Legal analysts say Trump would have the authority to leverage unused DOD funds to construct a wall in the event he declares a national emergency. A border wall along the U.S.-Mexico border could cost up to $21.6 billion, the Dept of Homeland Security reported in 2017.
