His primary purpose is that we would have fellowship with Him. If man does not have fellowship with God, he is lost, confused and bewildered. There are thousands of people who admit and confess that they are unhappy. Economic security, recreation, pleasure, and a good community in which to live have not brought about the peace and happiness that they expected. The reason is that man was created in the image of God and cannot find complete rest, happiness, joy and peace is that he is separated from God. He must repent and come back to God. Come 'back'? Yes, mankind became separated from God when he became of the age of accountability. What is the age of accountability? Thirteen is the most common age suggested, but the Bible gives no direct support to the age of 13. It likely varies from child to child. A child has passed the age of accountability once he or she is capable of making a faith decision for or against Christ. Romans 1:20, “Since the creation of the world God’s invisible qualities— His eternal power and divine nature—have been clearly seen, being understood from what has been made, so that people are without excuse.” More here and here
