Follow-up Fact Check: The governors of Texas, New Mexico and Arizona have expressed support for the deployment of US troops to protect their southern borders. However California is undecided. On 4-5-18 California Rep. Ted Lieu tweeted that governors may legally refuse President Donald Trump’s request to send National Guard troops to the U.S.-Mexico border. Is that a fact? Apparently yes it's true however, Presidents can use other means ... he can legally utilize the Guard though two legal statues: Title 32 or Title 10. The Posse Comitatus Act prohibits military participation in civilian law enforcement activities. Title 32 provides an exception to that rule, but Title 10 does not.Title 10 of the U.S. Code federalizes the Guard and gives the president full control of the troops. Federalized Guard troops may be deployed anywhere in the world. Under Title 32, Guard troops may be used within the continental U.S. to perform homeland defense activities. The federal government pays for the costs of the operation, but the governor retains some command and control of the troops. The proclamation to that effect will be signed today, 4/4/18. *** 4-2-18, The most recent caravan, organized by the migrant advocacy group Pueblos Sin Fronteras, became controversial after conservative media warned of an “invasion” and President Trump targeted the mass movement of Central Americans. He tersely told Mexico to stop the caravan: “The big Caravan of People from Honduras, now coming across Mexico and heading to our ‘Weak Laws’ Border, had better be stopped. … Cash cow NAFTA is in play, as is foreign aid to Honduras and the countries that allow this to happen. Congress MUST ACT NOW!” President Trump would not be first president to send National Guard soldiers to US-Mexico border Trump called the decision to get the National Guard involved in helping monitor the border to stop the 1000 man caravan is not new. Both Presidents George W. Bush and Obama called on the National Guard to assist with border patrol. In 2010 Obama sent about 1,200 National Guard troops to the U.S.-Mexico border to beef up efforts to battle drug smuggling and illegal immigration. Obama also requested $500 million for "enhanced border protection and law enforcement," responding to border state lawmakers calls for stronger security. In 2006 Pres GW Bush deployed National Guard troops to the southern border, despite promising in a speech earlier that year that the U.S. would not "militarize the southern border," calling Mexico "our neighbor, and our friend." Under what later became a two-year operation known as "Jump Start," 6,000 National Guard troops were sent to assist the border patrol with non-law enforcement duties while additional border agents were hired and trained. Over those years, about 29,000 National Guard forces participated, as forces rotated in and out. Texas has also deployed military forces to its 800-mile border with Mexico in recent years. The 1000 Man Caravan of Migrants Is Not America's Problem4-3-18, Over a thousand migrants [primarily military aged men] from Central America are currently making their way toward the United States southern border. Their apparent goal it is to enter the U.S. illegally and seek asylum.While we are sympathetic to the security crisis plaguing many in Honduras, El Salvador and other parts of Central America, allowing them to violate our immigration laws and create chaos on our border is not the answer. [Also, who knows if there are intermingled terrorists in their group?]
So why the caravan now and who is behind it? A group taking credit is Pueblo Sin Fronteras—People Without Borders. They are openly urging these migrants to break the law. But while their organization may not have borders, our country does. And just as the mayor of Oakland doesn’t have the right to give illegal immigrants a heads up that law enforcement is about to conduct a raid, neither do such groups have the right to encourage and help people violate our laws and cross our borders illegally. This is a crass political move by those who want to force more illegal immigration into the U.S. and who disavow American sovereignty. Mexico should stop them. Protecting our national security requires securing our borders. That is the responsibility of the federal government and it is the first step in ensuring we have an immigration system that rewards legal immigrants, not those who break our laws.
