Any already in the country also had to register. North Koreans also were required to register. Fingerprints and photographs were collected. People also were required to notify the government if they changed addresses. The decision to erase it from the books entirely is one of Obama's last egregious actions and will slow President Trump's efforts for tougher requirements; as he will have to start from scratch with a process including notifying the public; potential months of delay.
